Executive Advisor

Mr Goh Liang Kwang

Mr. Goh Liang Kwang has served 42 years in the public service. He began his career in the Singapore Police Force in1977 after a few years in the Singapore Armed Forces. He has more than 30 years of experience working in the Police Force with the last 17 years as the Chief of Staff and Deputy Commissioner of Police. He has wide experience in key functional areas such as Strategic Planning, HR and Logistics, large scale capability development project planning and management, crisis and critical incident management. He was the chief architect behind the design and implementation of the community policing system in Singapore. He had transformed the boat-based maritime policing system to a sophisticated and technologically advanced Coast Guard Force with command and control, sea and coastal surveillance capability.

He spent 8 years in Ministry of Home Affairs as the Chief of Inspectorate and Review Division where he championed the building of enterprise operational risk management and audit system and its implementation based on ISO 31000:2009 risk management standard. He also led the effort to build up capability in operational research, system design and process improvement.

He was seconded to the Singapore Broadcasting Authority as the CEO for two years from 1996 to 1997.

During his stint of service in the public sector, he was appointed as a member of the Board of Directors for Temasek Management Services and Computer Security & Recovery Services of CISCO. He is currently a member of the Board of Trustees overseeing the Industrial and Services Co-operative Society Ltd (ISCOS), a social Co-operative for ex-offenders under the purview of the Ministry of Home Affairs

He is currently the Executive Advisor of AreteM Pte Ltd, a licensed Private Network Operator and also the Executive Advisor of Straits Interactive Pte LTD, a company which provides advisory and audit services, training and certification in data privacy/protection and Integrated Governance, Risk Management & Compliance areas.

He obtained his Bachelor of Science in Electrical Engineering from University of Aston in Birmingham and Masters of Business Administration from the National University of Singapore.
